This is a wagon wheel hub. I have a lamp using one similar for the base – the hub having been found in Montana in the early 1970′s.
It is the hub of an old horse draw carriage wheel.
It’s a frustrated man at a garage sale trying to explain to his wife why he bought such a useless item.

Turning cog, you put a handle in square slots to turn it.

Its a cog ….holes are for placing a bar and pulling over
